The standing toe touch places a lot of tension on the lower back and could cause damage to vertebrae or excessive strain on the lower back area. It is used to stretch the neck and upper back. It is sometimes used to stretch the back of the legs. From a standing position the chin is tucked as you roll down towards the floor, letting your arms and hands reach towards the floor.
Instead of the standing toe touch try a lying leg stretch. While lying on your back lift one leg towards the ceiling. Press your heel towards the ceiling until you feel a slight stretch in the back of your leg. Let up slightly and hold the stretch. You can clasp your hands behind the thigh to assist in the stretch but take care not to pull the leg beyond a comfortable stretch. Switch to the other leg and repeat 3 to 4 times per leg.
